Plug them at their source which is usually the intake manifold on a port. They are EGR related and maybe the BCS runs its lines under the intake manifold, like that. As said, most, but not all of us, remove those items or disable them.
Those are vacuum lines, yes. Related to emissions stuff. I can see one that's open to air/not connected to the other. They connect end-to-end, so if one is plugged up on one end, but nothing on the other, it's just open and possibly sucking...

heh...i got frustrated by that my first time too...but being a smoker and an engineer from the old school...I tapped a "clean" vac line on my little home depot device right before the turbo, lit up a cigarette, and blew the smoke into the vac...
